Chiba Zoo Funds Operations with Animal NFTs: Re-asking "Why Does It Have to Be an NFT?"

■ Scheme overview

On April 24, 2025, the City of Chiba signed a partnership with major engineering consultancy Pacific Consultants Co., Ltd. to develop a "3D & NFT utilization business for public infrastructure and regional resources." Sales began on October 29, 2025 via a dedicated site (chiba-zoo-nft.com). The lineup features Western Gorilla "Monta," Shoebill "Jitto," and Cheetahs "Frodo" and "Zuraya" — four species, each priced at JPY 1,000 with an issuance cap of 10,000 units. A "Premium Pack" bundling all four NFTs with a backyard tour pass is offered at JPY 15,000, capped at 12 units. Maximum theoretical revenue is around JPY 40.18 million. Authentication via Google account keeps the on-ramp open to non-crypto users.

■ The core question: Why does it have to be an NFT?

NFT initiatives invariably face the question, "Couldn't a member site plus a database deliver the same outcome?" In Chiba's closed viewing model, the technical answer is largely yes. Where NFTs become genuinely necessary, however, is in the paid distribution of software and high-value digital data — 3D models, CAD files, design assets, and the like. Three reasons stand out. First, traditional serial-key plus activation-server models depend on the issuer running infrastructure forever; NFT-based ownership lives on-chain and survives the issuer. Second, 3D data and similar assets derive much of their value from rights design (reuse, modification, redistribution), which smart contracts can enforce mechanically. Third, secondary-market sales can route a programmed share back to the issuer, re-monetizing perpetual licenses. CleverFiles' Disk Drill provides a working precedent: 100 lifetime NFT licenses minted on Polygon at 79 USDC each — about 30% below the standard USD 118 price — fully transferable on OpenSea.

■ Domestic and international comparisons

Japanese precedents include Nagasaki Bio Park (March 2022, capybara-themed NFT cards at JPY 3,000 each), the Necydalis sachalinensis 3D NFT in Maniwa, Okayama (June 2025, JPY 3,000, SBT format), and Nishikawa Town's canoe-center naming-right NFT auctioned for JPY 1.5 million (September 2024). The international benchmark is WWF Germany's "Non-Fungible Animals" — 6,266 NFTs across 10 endangered species on Polygon, priced between USD 79 and USD 799 — which deliberately matched issuance to wild population counts and raised roughly USD 300,000. WWF embedded a 10% royalty on every secondary sale, automatically returning to the foundation, securing perpetual conservation funding.

■ Market context

Fortune Business Insights pegs the global NFT market at USD 16.02 billion in 2025, projected to reach USD 102.59 billion by 2034 (CAGR 23.7%). Two distinct real-demand segments are forming: "fundraising NFTs" for municipalities and public assets, and "paid-distribution NFTs" for software and 3D data.

[Business Development Insights]

  1. The strongest answer to "why NFT" lies in paid software / 3D data distribution. NFT's structural advantages — issuer-independent proof of ownership, smart-contract rights enforcement, and secondary-market royalties — pay off most clearly when applied to easily-copied, value-bearing digital assets. Chiba currently sells its 3D models as a viewing experience only. Should the next phase add downloadable distribution and commercial-reuse licensing, the zoo could position itself as the on-chain rights-holder for 3D digital twins of regional and endangered species, and earn a recurring revenue stream from licensing to schools and media producers.
  2. Integrate scarcity design with secondary-market royalties. WWF combined population-linked scarcity with a 10% resale royalty, harmonizing donor motivation and recurring revenue. Chiba's JPY 1,000 × 10,000-unit broad-base structure favors fan-segment volume but, being closed, forgoes perpetual revenue from secondary trading. As a PPP model in an era of shrinking public budgets, integrating both designs is a meaningful next step.
  3. The quality of the physical perk decides the outcome. The Premium Pack pairs the NFTs with a guided backyard tour through normally off-limits cheetah, hyena, lion, and elephant facilities. As demand for digital ownership alone plateaus, embedding "experiences obtainable only via NFT" is becoming the common success factor across this category. Experience-rich public assets — zoos, aquariums, museums — have the broadest application headroom.
