On May 23, 2026, Japan's Nikkei reported that the British Overseas Territory of Bermuda, long known as a tax haven, has unveiled a concept to run its entire economy on blockchain. The initiative was originally announced by Premier E. David Burt at the World Economic Forum in Davos on January 19, 2026, declaring Bermuda's ambition to become "the world's first fully onchain national economy." Implementation partners include U.S. stablecoin issuer Circle and crypto exchange Coinbase, with the three-way collaboration model among government, regulator, and industry locally referred to as the "Bermuda Triangle."
Strategic Context: End of the Tax Haven Era and a New Path Forward
Bermuda, a small Atlantic island nation with a population of approximately 64,000, has long served as a global hub for insurance and reinsurance, leveraging zero corporate tax rates and flexible legal frameworks. However, its traditional business model faces structural limits due to the introduction of the OECD-led 15% global minimum corporate tax, persistently high transaction fees imposed by global banks on small island jurisdictions (creating "bottlenecks" in credit card and international wire settlements), and tightening anti-tax-haven regulations. Bermuda enacted the Digital Asset Business Act (DABA) in 2018, building an early regulatory sandbox. This initiative extends that foundation to a nation-wide economic level. Notably, the government had already begun accepting USD-pegged stablecoins for tax and fee payments in 2019.
Implementation Phase: USDC Airdrops and Merchant Onboarding
At Consensus Miami 2026 on May 6, Premier Burt announced a second USDC airdrop to be conducted within the year, along with a comprehensive merchant onboarding program. The initial pilot in May 2025 distributed 100 USDC (equivalent to USD 100) to residents who downloaded compatible wallets. The next phase will involve updates to merchants' point-of-sale (POS) systems and aims to establish an environment where residents can use stablecoins in daily life. Burt stated, "You cannot regulate out failure, but you can put in place the items which allow responsible innovation to happen." The Bermuda Digital Finance Forum 2026 was held May 11–14. Leveraging Bermuda's strength as a reinsurance hub, the initiative also advances tokenization of bonds and property-backed assets (RWA) in parallel.
