Limitless has an unusual origin story. Hetherington was living in Ukraine in 2023, where he launched a nonprofit fundraising effort that raised $10 million in humanitarian aid following the outbreak of war—an effort through which he met his future co-founders. That founding team had previously built "Reface," a generative AI consumer app that topped app store charts in over 100 countries and surpassed 300 million cumulative downloads. The original inspiration was a vision of "an economic system in which swarms of autonomous AI agents compete to adjudicate the truthfulness of information online," with prediction markets as its base infrastructure. Judging that vision premature, the team first commercialized a consumer-facing product.

Scaling Toward $1 Billion-Plus Monthly Volume Under CFTC Review

Since launching in October 2025, Limitless has grown monthly notional volume from roughly $100 million to approximately $1.66 billion in April 2026, per Dune Analytics. In the session, Hetherington disclosed that the platform proactively detects and excludes wash trading—filtered volume last month came to roughly $600 million. With competitors Polymarket and Kalshi each processing around $4–5 billion per month, Limitless appears to be positioning transparency as a differentiator. In the US, the company filed for Designated Contract Market (DCM) status with the CFTC on May 1, 2026, and is now within the standard 180-day review window. Upon approval, it plans to focus on hedging and risk-transfer products for institutional and professional investors rather than retail.

Japan Strategy: Positioning Against OTC Derivatives

On Japan, Hetherington was measured: Limitless has not yet entered the market, and its current activity centers on "Limitless Research," an analytics and education arm. But the thesis is clear. Traditional risk-transfer instruments such as interest rate swaps and credit default swaps are complex to price, heavily OTC-based, and burdened by back-office costs and intermediary dependence. Binary prediction markets, he argues, offer a clean way to hedge portfolio gaps that existing equity and commodity markets cannot address. He envisions entering via regulatory sandboxes or industry-consortium PoCs. On Japan's gambling regulations, he drew a two-part distinction: prediction markets have no "house" with an unfair edge and negative expected value, and they test knowledge and skill in a peer-to-peer open market rather than relying on chance. He also welcomed the emergence of yen-denominated stablecoins, citing new demand for government bonds and smoother on-ramp experiences.

Implications for Executives

In the US, prediction markets are shifting from DeFi products to regulated derivatives. In remarks to Bernstein analysts, Hetherington sized the institutional risk-transfer opportunity at roughly ten times the US sports betting market (estimated at $6–10 billion in annual revenue). For Japanese financial institutions and corporates, the emergence of an "insurance-like derivatives" category—contingent on regulatory clarity—is a development worth monitoring closely.

The "distinction-from-gambling" logic is the key to Japan entry: Limitless's framing—no house, skill-based, peer-to-peer—maps directly onto the issues Japanese regulators must resolve under criminal gambling law and the FIEA. Firms and associations able to engage in that regulatory dialogue early stand to capture first-mover advantages.
  2. Institutional risk transfer is a large, untapped category: A B2B prediction market positioned as a simpler alternative to OTC derivatives aligns well with hedging needs at Japanese banks, insurers, and trading houses. Co-organizing sandbox programs or consortium-style PoCs is the realistic entry point.
  3. Synergy with yen stablecoins: If stablecoins serve as the settlement layer for prediction markets, this becomes a genuine demand-side use case for Japan's nascent yen stablecoins—opening room for ecosystem building among issuers, chain operators, and prediction market platforms.
