Wall Street's Plumbing Goes On-Chain—Inside the Historic Day DTCC Began Live Production Trading of Tokenized Securities

What Is DTCC? The Invisible Core Processing Trillions Daily
DTCC (The Depository Trust & Clearing Corporation) handles clearing, settlement, and custody behind US securities markets, processing $4.7 quadrillion in securities transactions in 2025 and holding $114 trillion in assets under custody. That "Wall Street plumbing" putting its own blockchain-based tokenization service into live production is deeply significant. On July 15, DTCC executed limited production trades on its DTC Tokenization Service, completing the proving stage ahead of full commercial launch in October. About 40 firms participated in the event, while the broader industry working group counts more than 50 firms including BlackRock, Goldman Sachs, Morgan Stanley, and Nasdaq.
What Happened: Tokenizing QQQ and a Historic First at CME
Live trades were run across distinct use cases. JPMorgan Chase converted part of its holdings in the Invesco QQQ Trust, the Nasdaq-100 ETF, into token form—with two-way convertibility back to traditional format at any time. Vanguard exchanged tokenized equities for other tokenized assets, Citadel Securities and Alpaca converted traditional equity positions into tokenized ones, and BNP Paribas and others pledged tokenized assets as collateral. Most notably, JPMorgan satisfied a margin call from CME Group, the world's largest derivatives exchange, using tokenized assets—the first time a central clearing counterparty has accepted tokenized collateral. Assets in the initial batch spanned QQQ, the SPDR S&P 500 ETF, Microsoft shares, Circle shares, and US Treasuries.
The Decisive Difference from "Wrappers": Tokenization That Preserves Rights
Many stock tokens launched overseas are "wrappers" designed only to track prices, often without voting rights or direct dividend claims. DTCC's approach tokenizes the actual securities held at DTC, so ownership, dividends, and voting rights carry over intact. The infrastructure runs on a Hyperledger Besu-based platform and the Canton Network, and DTCC integrated Chainlink's runtime environment into its collateral management system in May. Importantly, the environment is permissioned: there is no composability with public Ethereum protocols. This is a structural contrast with firms like Ondo Finance that distribute tokenized products on public chains.
The Regulatory Foundation and the Road to October
The production trades were enabled by a December 2025 SEC no-action letter granting a three-year pathway for DTC to operate a tokenization service for securities it custodies. In other words, this was regulated production activity, not a sandbox experiment. DTCC plans to expand eligible participants and asset classes in October, targeting benefits such as extended trading hours, faster settlement, and mobilization of liquidity locked up as collateral. The same day, Ondo announced a collaboration on tokenization based on DTC-held securities, and on July 13 the UK government launched a 54-firm tokenization taskforce—evidence that "infrastructure-led" tokenization is now advancing simultaneously across jurisdictions.
[Business Development Insights]
- Infrastructure-led tokenization rewrites the competitive rules: Firms that led with wrapper tokens on public chains now face redefinition of their differentiation, as incumbent infrastructure begins offering genuine tokenization with full rights preserved. In Japan, whether JASDEC or the Japan Securities Clearing Corporation makes a comparable move will determine the baseline assumptions for domestic tokenization businesses.
- Collateral and repo markets are the first monetization frontier: CME's acceptance of tokenized margin proved real institutional demand for around-the-clock collateral mobility. For Japanese financial institutions, cross-border collateral management and repo efficiency is the use case with the clearest ROI story—making early research into connectivity requirements with overseas CCPs worthwhile.
- The SEC's no-action letter approach is a reference model for Japanese rulemaking: Enabling live production via a three-year limited assurance—without waiting for statutory change—offers a template positioned between sandbox and full regulation. As Japan drafts subordinate rules following the FIEA amendment, firms with regulatory-affairs expertise have an opening to participate in that policy dialogue.
