Anatomy of Bitcoin's Return to $79,000: How the "Fiscal Dominance Trade" Brought Institutional Money Back — and Why It Coincided With Japan's Own Turning Point

The Rally Started in the Treasury Market, Not in Crypto
The catalyst came on August 19, when the US Treasury announced it would at least double the maximum size of its liquidity-support buyback operations for longer-dated nominal coupon securities in the 10-to-20-year and 20-to-30-year sectors, raising the per-operation ceiling from $2 billion to at least $4 billion. The enlarged operations run from September 9 through November 4. The 30-year yield had reached the 5.3% area shortly before, a level last seen in 2007, and fell to 5.19% after the announcement. The timing — just after total US federal debt passed $40 trillion — led markets to read the move as a sign of fiscal dominance. A structure in which the Treasury, rather than the central bank, moves to suppress long-term yields maps directly onto Bitcoin's narrative as a hedge against fiat debasement. Secretary Bessent reinforced that reading the following day by noting operations could exceed $4 billion. The point for senior management is that the explanatory variables for crypto prices are now the yield curve and debt issuance policy themselves.
Leadership Is Rotating From Short Covering to Spot ETFs
The initial leg was unambiguously derivatives-led. On August 19, more than $1 billion of BTC shorts were liquidated within roughly an hour, the largest liquidation event since records began in 2021. Cumulative short liquidations reached roughly $3.8 billion across the week, and on Binance cumulative short liquidations overtook cumulative long liquidations for the first time since October 2025. But the character of the move changed later in the week. US spot Bitcoin ETFs recorded approximately $1.92 billion in net inflows across the five sessions from August 17 to 21, the strongest week of 2026. Ether ETFs added roughly $697 million, their largest since October 2025. Set against the roughly $7 billion — about 10% of assets under management — that flowed out in May and June, this suggests institutional positioning is turning. Forced short covering is a one-time fuel; ETF inflows are capital that can persist. Whether this rotation holds is what separates a rebound from a genuine turn.
Geopolitics Cuts Both Ways
On August 19, President Trump declared an "economic D-Day" against Iran and signalled that third countries providing financial or logistical lifelines to Tehran would themselves face sanctions. The view that spot Bitcoin serves as a vehicle for sanctions circumvention and capital flight partly explains why physical buying accompanied this rally. Yet the same geopolitics works in reverse. Traffic through the Strait of Hormuz remains at about 20% of its pre-war average, and US gasoline averages $4.11 per gallon, $0.97 higher than a year ago. Energy-driven inflation pushes back easing expectations; CME FedWatch now places the probability of a September rate hike above 40%. The coexistence of a liquidity-driven rally and rising rate-hike odds is the structural fragility of this move.
Regulatory Progress as a Third Engine, and the Spillover Into Altcoins
At the August 19 White House meeting, President Trump urged the Senate to pass the CLARITY Act, with the September 15 vote as the next milestone. The SEC has proposed a new crypto-asset disclosure framework including a $75 million offering exemption. This regulatory optimism spread across the market: over the past week, 280 of the top 300 tokens by market capitalisation rose, with XRP up 64.5%, Ether up 33.9% and Solana up 33%. A repricing of the whole market rather than Bitcoin alone is what distinguishes this move from the localised bounces seen through July. Overheating signals are also present. Daily RSI reached the 78-80 range, and on August 22, as Bitcoin was pushed back from near $79,500 to the $77,000 area, more than $475 million of long positions were liquidated. Galaxy Research treats a weekly close above the 50-week moving average at $82,470 as the confirmation signal for a bull turn, a level not yet reclaimed. Bitcoin remains roughly 40% below its record $126,080 set on October 6, 2025.
What Happened in Japan the Same Week
On August 21, Laser Digital Japan, a Nomura Holdings subsidiary, completed its registration as a crypto-asset exchange service provider (Kanto Local Finance Bureau No. 00032). It is Japan's first new registration since Mercoin in June 2022, a gap of about four years and two months. The firm will begin by supplying liquidity to existing domestic exchange operators before expanding into institutional trading. According to the company, digital asset holdings by Japanese investors reached ¥4.9 trillion as of September 2025, and a joint survey with Nomura found that 65% of institutional investors view crypto as a diversification opportunity, of whom roughly 79% plan to invest within three years. On the regulatory side, legislation repositioning crypto assets as financial instruments under the Financial Instruments and Exchange Act passed on July 15, 2026, with enforcement expected during 2027 and 20.315% separate self-assessment taxation likely to apply from January 2028. The overlap between the price rebound and domestic regulatory progress is coincidental, but for Japanese financial institutions it means the remaining preparation window is steadily shrinking.
[Business Development Insights]
- There is no longer a defensible case for separating crypto research from the macro team. This move is explained by the Treasury's buyback schedule (September 9 to November 4), long-term yields, and the September 15 CLARITY Act vote — all conventional macro and regulatory events. Treating crypto as a standalone alternatives bucket has drifted away from how prices are actually formed. Crypto events should be merged into the rates and fiscal team's calendar, and conversely, Treasury auctions and operation schedules should become mandatory monitoring items for the crypto desk.
- Designing indicators that separate "leverage-led" from "spot and ETF-led" rebounds will determine the quality of client conversations. In this episode, liquidation volumes and ETF net inflows rose in a clear sequence. As long as the two are blended into a single notion of "the rally," judging durability is impossible. A single dashboard combining liquidations, open interest, funding rates and daily ETF flows — with a daily read on which is leading — is itself a source of differentiation.
- For Japanese financial institutions, the entry point is the boundary layer, not the exchange itself. Laser Digital's first move was not retail trading but B2B liquidity provision to existing registered operators. Looking toward separate taxation and ETF authorisation in 2028, investing in custody, price referencing, tax reporting and connectivity to registered operators — the seams of the regulatory framework — offers better capital efficiency than launching a proprietary exchange. In particular, the design under which separate taxation applies only to transfers of "specified crypto assets" executed through domestically registered operators creates new value in systems that preserve an auditable record of which operator was used.
