The Crypto Payment Japanese Residents Can't Use: How PayPay × Binance Opened an Inbound-First Path Around Domestic Regulation

What launched
Binance announced on September 30 that eligible overseas Binance Pay users visiting Japan can now pay with crypto at PayPay merchants. Around 48 million users in more than 100 countries and regions are eligible, and merchants continue to settle in Japanese yen. According to PayPay, the service works at more than 10 million merchant and acceptance points nationwide.
The connection runs on HIVEX, a cross-border payment interoperability framework developed by TBCASoft. HIVEX is a federated system that links payment ecosystems while each participant keeps its own governance and compliance structures. There are no gas fees at checkout, and a limited-time 10% instant discount marks the launch.
Who cannot use it
The feature appears only to eligible users visiting Japan; Japanese residents and Binance Japan users are excluded. PayPay acquired a 40% stake in Binance Japan in 2025. So while the group runs a domestic crypto business, it has drawn a line limiting crypto payments to inbound visitors.
The structure: accept outside domestic rules, convert to yen inside Japan
Merchants receive yen and never need to hold crypto. Selling the crypto and converting it to yen happens within Binance's overseas operations and the HIVEX settlement network, while Japan's merchant network serves as the place where QR codes are scanned. Reports indicate USDT is used for payment. Japan strictly regulates crypto exchange and electronic payment instruments, but limiting eligibility to non-residents avoids conflict with domestic rules.
For PayPay, this extends its overseas wallet partnerships. In September it also added UnionPay App, bringing the number of overseas payment services accepted at PayPay merchants to 36 services from 17 countries and regions. The crypto wallet was treated as one more "app travelers already use."
The size of demand
Japan welcomed 42.7 million international visitors in 2025. Arrivals in January through August 2026 reached 27.6 million, reportedly down 2.7% year on year. The share of crypto payments is unknown, but for travelers from emerging markets who use USDT daily, it could be a way to avoid currency exchange and international card fees.
Implications for Japan
In the same week, KDDI launched a crypto wallet for domestic residents inside the au PAY app. The domestic design converts crypto into prepaid payment instruments, while the inbound design converts to yen overseas. The difference between the two reflects to whom Japanese regulation actually permits crypto payments.
[Business Development Insights]
- Domestic rollout of crypto payments faces less regulatory friction when it starts with inbound visitors. Retail, hospitality and transport operators can accept them through existing QR networks with no extra development.
- Federated interoperability layers like HIVEX become hubs connecting foreign wallets with domestic merchants. For payment companies, controlling the connection hub can be more efficient than building their own wallet.
- Crypto payments for domestic residents require a separate design using prepaid instruments or stablecoins. Business plans should assume two tracks, inbound and domestic.
