JPYSC Plugs Into the Dollar Coalition: Yen Stablecoins Shift From Issuance to Interoperability

JPYSCがドル連合に接続 ― 円ステーブルコインの勝負は「発行」から「相互運用」へ

What was announced

On October 16, 2026, SBI Holdings and Startale Group announced that they had joined Open Standard. The two companies will consider a proof of concept for interoperability between OUSD and JPYSC, which is issued by SBI Shinsei Trust Bank. The aim is faster and more efficient settlement between yen and dollars.

The release states plainly that the announcement does not mean a new service or live transactions. The chains, timing and exchange mechanism have not been disclosed, so for now this is a statement of intent.

What OUSD and Open Standard are

Open Standard is an independent organisation set up in 2026. Its five founding partners are Coinbase, Mastercard, Shopify, Stripe and Visa. More than 140 companies had signed on when the initiative was unveiled in June, and the latest release says more than 200 are integrating OUSD.

OUSD is a US dollar stablecoin that launched on September 30. It is issued by Bridge, a Stripe subsidiary, and runs on four chains: Ethereum, Base, Solana and Tempo. Minting and redemption are free, and most of the income from reserves is returned to participating companies according to how much OUSD they circulate and use. The five founders plan to contribute more than USD 1 billion (about JPY 150 billion) in initial liquidity.

This differs from USDC and USDT, where a single issuer keeps the reserve income. OUSD is better described as a consortium-style dollar stablecoin that shares revenue with the companies that drive its adoption.

Where JPYSC stands, and why the link matters

JPYSC launched on June 24, 2026 as a trust-based "Type 3 electronic payment instrument". It is exempt from the JPY 1 million cap that applies to funds-transfer stablecoins, but for now it trades only inside SBI VC Trade accounts and cannot be sent to external wallets. SBI plans to move to public-chain circulation once legal and tax treatment has been clarified and regulators have signed off.

On October 5, Startale announced a retail digital bond with a 5.00% annual coupon (total issue JPY 99.9 million) that pays interest and principal in JPYSC. It is steadily building a record of JPYSC as a settlement asset for financial products.

The move fits SBI President Yoshitaka Kitao's vision of an "SBI APAC digital economic zone", in which SBI controls the exchange route between yen and dollar stablecoins. SBI already handles USDC and RLUSD in Japan. By also preparing a connection to OUSD, a next-generation payment standard, it is positioning itself as a hub for both yen and dollar stablecoins.

What still stands in the way

The biggest constraint is that JPYSC cannot leave SBI's platform for external wallets. Whether interoperability works in practice depends on when regulators allow public-chain circulation. The handling of foreign-issued stablecoins in Japan also has to be settled first. For now the announcement sets a direction; its real value depends on how the proof of concept is designed and how talks with regulators go.

Business Development Insights

  1. Competition in dollar stablecoins is moving from single-issuer models to consortium models that share reserve income with members. Japanese payment firms and financial institutions will soon have to decide which standard to join, so they should understand the membership terms and revenue-sharing rules now.
  2. A yen stablecoin's value now depends less on how much is issued than on which dollar stablecoins it can be swapped into, and how cheaply. For businesses in cross-border e-commerce and inbound tourism payments, partnering with an issuer that has a yen-dollar exchange route could be a concrete way to cut FX costs.
  3. Interoperability needs a middle layer: cross-chain connectivity, identity checks under both standards, pricing at the point of exchange, and regulatory reporting. For companies that are not issuers, operating this layer is a realistic way into the market.
