A Yen Peg Outside the Regulated Perimeter: What JPYdf Says About Crypto-Collateralised Stablecoins in Japan

規制の外側で動き出した「円連動」 ― JPYdfが映す、暗号資産担保型ステーブルコインの日本での立ち位置

What launched

On October 15, 2026, JPY DeFi announced its launch on Ethereum mainnet. DeltaForesight, founded in September 2025, leads the design and development work. On September 25 it announced that it had raised a cumulative JPY 324 million in a round led by Coral Capital. The release describes DeltaForesight as a "design and development contributor" rather than the issuer, and the user-facing front end is operated by JPYdf Foundation DAO LLC.

How it works: deposit collateral, borrow in yen

JPY DeFi is based on Liquity v2, a decentralised lending protocol with a track record outside Japan. Users deposit either wstETH, an Ethereum-based asset, or USDC, a dollar stablecoin, and borrow JPYdf against it. Positions are liquidated if collateral value falls below a set ratio: 123.18% for wstETH and 111.58% for USDC.

The main mechanism that keeps JPYdf near JPY 1 is redemption. Anyone can exchange JPYdf for collateral at a rate of 1 JPYdf = JPY 1. If the market price drops below JPY 1, traders can buy cheap JPYdf and redeem it for collateral at a profit, which pulls the price back toward JPY 1. The yen-dollar conversion uses Chainlink's FX data. Redemption in yen cash is not offered.

The developers have published audits by two external firms. The core lending, liquidation and redemption logic and the JPYdf token itself cannot be changed after deployment, and there is no function to freeze a specific user's assets.

Legal positioning: deliberately outside "electronic payment instruments"

The release describes JPYdf as a "crypto-asset-type stablecoin" and states that it is not a "currency-denominated asset" under the Payment Services Act. It is not issued in exchange for fiat, does not represent a claim to redemption in yen, and guarantees neither the peg nor principal. The front end is not offered to residents of Japan or the United States, and the app and documentation are available only in English.

Under Japanese law, fiat-backed stablecoins are "electronic payment instruments" that only banks, funds-transfer providers and trust companies may issue. Crypto-collateralised designs are, as a rule, treated as crypto-assets. JPYdf has chosen the latter framework and avoids serving Japan, which suggests it aims to be a yen-denominated asset for overseas DeFi markets.

Scale and challenges

As of October 18, on-chain records showed a total supply of about 93.65 million JPYdf held by 12 addresses. Usage is limited, as expected so soon after launch.

There are two main challenges. First, the peg depends on the Ethereum price and on FX data; the FX feed is held at the last rate over weekends and holidays. Second, disclosure about the legal location of the issuing entity and its governance is limited. With Japanese residents excluded, it is too early to say how much yen liquidity a Japanese-founded project can build overseas.

Business Development Insights

  1. Yen stablecoins have split into two strands: fiat-backed "electronic payment instruments" and crypto-collateralised tokens. They differ in use case, regulation and user base, so Japanese companies should not compare them like for like, and should decide clearly which strand's liquidity they want to connect to.
  2. Overseas DeFi markets have little supply of yen-denominated collateral and settlement assets. If assets like JPYdf grow, they could underpin yen carry trades and yen-denominated derivatives offshore, which makes this worth watching for FX hedgers and designers of yen products.
  3. Excluding Japanese residents is a pragmatic way to avoid regulatory risk, but it makes partnerships with domestic businesses difficult. Whether Japanese crypto exchanges choose to list such tokens will decide whether they ever circulate domestically.
