Provenance Certificates for AI Training Data: What Sui's USD 30 Million Bet on a Data Supply Chain Means

AI学習データに「出所の証明書」を ― Suiが3,000万ドルで取り込むデータ供給網の意味

The announcement

On October 12, 2026, the Sui Foundation and the DATA Foundation jointly announced a plan to integrate DATA Network into the Sui ecosystem. The Sui Foundation will make a USD 30 million long-term strategic investment and become DATA Network's largest institutional holder. The form of the investment (token purchase or equity), the valuation and the timing have not been disclosed.

DATA Network will retire the layer-1 blockchain it has been running and rebuild itself as a protocol on Sui. DATA tokens will migrate one-for-one to Sui, and locked tokens will keep their existing terms. No migration date has been set, and the current network will keep running until the move is complete.

What DATA Network is

DATA Network's predecessor is Story Protocol, which launched in February 2025. It started as infrastructure for intellectual-property management, but in June 2026 it renamed itself the DATA Foundation and refocused on AI training data.

Its core is Trace, a system for recording data contributions. Each contribution generates a receipt, and the source, licence terms and provenance are recorded on-chain before the contributor is paid. Within the coming months, Walrus, Sui's decentralised storage, is due to become the default storage for the DATA Foundation's applications. Contributed files will be stored in encrypted form, and only licensed buyers will be able to view them.

A related data marketplace, Kled, collects training data on the basis of user consent; its operators say it has brought in more than 1.5 billion records. Contributors are paid in stablecoins or fiat currency.

Why data provenance, and why now

The origin and licensing of training data are becoming a legal risk in AI development. Under the EU AI Act, the obligation for general-purpose AI model providers to publish a summary of their training data has applied since August 2025, and the European Commission's enforcement powers took effect in August 2026. In the United States, a USD 1.5 billion settlement in the authors' class action against Anthropic received final approval in July 2026. In Japan, the Yomiuri, Asahi and Nikkei newspapers have each sued Perplexity.

An executive at Mysten Labs, Sui's developer, said that the next competition in AI will turn on access to datasets that carry the consent and provenance regulators demand. If it can be proven, in a tamper-proof way, who supplied each piece of training data and on what terms, AI companies can reduce their legal risk and a market that pays data contributors becomes possible.

Caveats

The usage figures for Trace and Kled are self-reported and have not been independently verified. Shutting down its own chain and moving to another can also be read as a sign that running independently was hard. Recording provenance on-chain also does not settle whether the underlying data was collected lawfully in the first place.

Business Development Insights

  1. Demand will grow for infrastructure that proves the consent and provenance of AI training data, both for regulatory compliance and to reduce litigation risk. Japanese companies and publishers that hold data should prepare record-keeping and payment mechanisms for licensing their data.
  2. It is now often more rational to join a large ecosystem and borrow capabilities such as storage and encryption than to maintain an independent chain. For data projects, which chain's features to combine will determine development speed and reliability.
  3. Paying data contributors in stablecoins is a practical use for small cross-border payments. For businesses that collect small amounts of data such as voice or images from individuals worldwide, a platform that combines payment, identity checks and consent records is a business opportunity.
