JPYC Lifts Per-Transaction Cap and Adds Kaia — Operational Tuning Opens Lanes to Asia and Everyday Payments

Operational Optimization, Not Regulatory Reform

The May 15 update relaxed the issuance cap from "¥1 million per day" to "¥1 million per transaction." The ¥1 million ceiling itself is fixed by Japan's Payment Services Act — the per-transfer cap for Type II Funds Transfer Service Providers — and cannot be moved. What JPYC changed is its own internal operational rule: users can now issue multiple times per day (rapid consecutive applications remain blocked as an anti-fraud measure). The daily redemption cap of ¥1 million remains, but redemption-side network constraints were also eased — previously users had to designate the source chain at redemption time; now any registered wallet on any supported chain can be used.

A Fourth Rail Reaching Asia's 250 Million Users

The newly supported Kaia chain is the Asian Layer 1 launched in August 2024 through the merger of LINE's Finschia and Kakao's Klaytn. Combined LINE + KakaoTalk reach exceeds 250 million potential users, with 400-plus dApps and EVM compatibility, and a particularly strong footprint across South Korea, Japan, Taiwan, and Thailand. JPYC positions Kaia as its fourth distribution rail — alongside Ethereum, Polygon, and Avalanche — explicitly with cross-border usage and integration into the LINE ecosystem's payment UX in mind.

¥2.1 Billion Issued, Entering the Real-World Implementation Phase

JPYC obtained Japan's first stablecoin-issuance Funds Transfer Service registration (Kanto Local Finance Bureau No. 00099) in August 2025 and went live with JPYC EX on October 27, 2025. By April 15, 2026, cumulative issuance had passed ¥2.1 billion (about $14 million at ¥150/USD), a 2.6x expansion in three months. Direct account openings number 17,000 while wallets that have held JPYC reach 137,000 — an 8x multiplier indicating peer-to-peer circulation. Daily turnover exceeds 100% of circulating supply: this is "yen that never sleeps." Series B funding closed at a cumulative ¥4.6 billion in April, including Metaplanet, Hokuyo Bank, and Sumitomo Life-affiliated funds. With SBI × Startale's trust-bank-issued JPYSC (Type-3 electronic payment instrument, no ¥1M cap) due to launch in Q2 2026, the Japanese yen stablecoin market is bifurcating: JPYC for retail and SMB, JPYSC for institutional. This update sharpens JPYC's positioning ahead of that split.

  1. Competitive advantage from operating-rule optimization within fixed regulation — Regulatory reform takes years; operational rules can move in weeks. Simply reinterpreting the Type-II Funds Transfer cap from "per day" to "per transaction" delivered a material UX improvement without legislative change. Issuers that coolly parse the line between regulatory constraints and operational design will lead Japan's finance × blockchain space.
  2. Chain selection is market-segment selection — Adding Kaia is not a technical choice; it is a go-to-market decision about how to reach the 250 million users behind LINE and KakaoTalk. Web3 builders should treat chain selection less as engineering and more as market entry strategy. A path toward yen stablecoins becoming an Asia-wide cross-border settlement currency is being quietly laid.
  3. The Japanese yen stablecoin market is structurally bifurcating — Funds-transfer-type (JPYC, Type-II, ¥1M cap) and trust-type (JPYSC and others, Type-3, uncapped) are settling into a market-layer division rather than head-on competition. Retail and small-ticket settlement flow to JPYC; corporate B2B and tokenized-asset settlement to JPYSC. Businesses should design their settlement rails by working backward from ticket size and transaction frequency.
