Premiums are payable in Bitcoin (BTC) and other cryptocurrencies, with coverage activating immediately upon on-chain confirmation. The official website, hormuzsafe.ir, advertises "fast, verifiable digital insurance — paid via Bitcoin and settled at the speed of the blockchain." Bloomberg also reported on the development on May 18.

Strategic Context: Sanctions Bypass and Monetizing the Strait

The Strait of Hormuz handles approximately 20% of the world's seaborne crude oil trade. Traditionally, marine insurance for this route has been underwritten in U.S. dollars by Lloyd's of London-style syndicates and P&I Clubs — channels from which sanctioned Iran has been excluded. By settling entirely on-chain, Hormuz Safe is engineered to bypass SWIFT and Western correspondent banking infrastructure. The initiative builds on Iran's Strait of Hormuz Management Plan, enacted in March 2026, under which the IRGC has been collecting transit tolls of roughly USD 1 per barrel of oil, reaching up to USD 2 million for a fully loaded tanker. Tehran projects that Hormuz Safe could generate more than USD 10 billion in annual revenue.

Insurance certificates issued by an Iranian state-backed platform are unlikely to be accepted by port authorities in Rotterdam, Singapore, or other major hubs. In late April 2026, U.S. authorities froze nearly USD 500 million in Iran-linked crypto assets, signaling Washington's serious posture toward Tehran's blockchain-based financial infrastructure. Any shipowner, trader, or port authority engaging with Hormuz Safe faces material exposure to U.S. secondary sanctions. War damage is explicitly excluded from coverage, and industry experts note that while Bitcoin reduces payment friction, it does not replace the substantive underwriting, reinsurance, and claims validation functions that constitute genuine insurance.
