USDC Lands in Japanese Corporate Finance: Nomura × Circle's Bet on Instant FX and a Currency Division of Labor

USDCが日本の法人金融に上陸──野村×Circleが狙う「外貨即時決済」と通貨の役割分担

The News: An MOU Between Nomura and Circle

On June 26, 2026, Nomura Holdings announced it had signed a memorandum of understanding for strategic collaboration with Circle Internet Financial, issuer of the US-dollar stablecoin USDC, in digital finance. Per prior Nikkei reporting (June 25), the two aim to launch an instant FX settlement service for Japanese companies as early as 2027. The MOU spans stablecoin-based on-chain finance and capital-markets transactions, the advancement of on-chain collateral management, money movement and settlement infrastructure, and the provision of trust functions including asset preservation and collateral management. Nomura says it aims to move beyond pilots toward financial infrastructure usable in practice.

What Changes: Eliminating the "Wait" in Foreign-Currency Procurement

Today, when a company converts a large sum into foreign currency through a financial institution, settlement can take about half a day due to time-zone gaps and multiple correspondent banks. Under the new service, a company converts yen into USDC and can remit or procure funds almost instantly, 24/7/365, on the blockchain. The aim is not speculation but the practical benefit of maximizing capital efficiency—reducing the need to park large foreign-currency balances against sudden funding needs. Going further, the on-chain instant settlement of banks raising dollars against Japanese government bond collateral is also in view; as banks' FX procurement improves, borrowing companies can secure foreign currency more easily. Real-time settlement of stocks and bonds is also under consideration.

What Circle Is: An On-Chain Finance Platform Centered on USDC

Circle is the US firm that issues USDC, the world's second-largest stablecoin (market cap roughly $74 billion / about 12 trillion yen), and listed on the NYSE in June 2025 (ticker CRCL). Beyond being an issuer, it operates the global Circle Payments Network (CPN) and an enterprise-grade Layer-1 blockchain, Arc. In this collaboration, Circle brings expertise in stablecoins and blockchain infrastructure, while Nomura provides financial-market knowledge, a corporate client base, and compliance (KYC/AML)—an issuer-plus-distribution pairing.

Background: The GENIUS Act and Japan's Two Fronts

Behind this lies the US "GENIUS Act," enacted in 2025, which set frameworks for reserves, supervision, and anti-money-laundering for payment stablecoins and accelerated US-led market development. On the Japanese side, the 2023 revised Payment Services Act defined stablecoins as electronic payment instruments, and reforms are advancing to move crypto under the Financial Instruments and Exchange Act. Circle has also deepened ties with SBI Group: USDC has circulated domestically via SBI VC Trade since March 2025, and SBI joined Arc's token presale in May 2026. With both Nomura and SBI partnering with Circle, Japan is increasingly positioned as a corporate gateway for USDC.

[Business Development Insights]

  1. Stablecoins are being redefined from a "speculative tool" into "corporate treasury infrastructure." The essence here is unlocking corporate payments around an ROI executives readily grasp—reduced idle capital and improved capital efficiency. The issuer (Circle) × trusted distribution channel (Nomura) split becomes a standard business model for stablecoin adoption, with the market taking off from real demand in payments, treasury, and FX.
  2. A "division of labor" between yen and dollar solidifies, making Japan a corporate gateway for USDC. Domestic settlement in yen (JPYC, JPYSC) and cross-border settlement in dollars (USDC) is becoming a clear split. The fact that both the Nomura and SBI camps have partnered with Circle signals that, for overseas stablecoin issuers, the key to entering Japan lies in alliances with major financial institutions.
  3. Regulatory tailwinds create new revenue opportunities in adjacent infrastructure. The GENIUS Act and Japan's shift toward the FIEA set the preconditions for traditional institutions to enter at scale. Institutions handling compliance gain a new role as the "regulatory front door," while Nomura explicitly steps into opportunity-rich areas such as collateral management, trust functions, and on-chain settlement of tokenized securities.
