A DeFi Founder Takes the Helm of a Regulated Exchange — Inside New Binance Japan GM Arisa Toyosaki's "Growth Phase" Strategy

Handing Over After Four Years of Foundation-Building
Binance Japan announced its leadership change on June 30, with Arisa Toyosaki assuming the General Manager role on July 1. Outgoing head Takeshi Chino remains on the board as Honorary Chairman and Director, providing strategic advice through the transition.
Chino's roughly four-year tenure was devoted to establishing a foreign-affiliated exchange under Japan's strict regulatory regime: the November 2022 acquisition of Sakura Exchange Bitcoin, the August 2023 launch of Binance Japan, the listing of 66 tokens (the most in Japan), the expansion of Simple Earn, and the October 2025 capital and business alliance in which PayPay took a 40% stake in Binance Japan. At the press conference, Chino described the period as "four years of building the foundation," while candidly acknowledging that "given Binance's global presence and scale, the size of our business in Japan is far from satisfactory."
The New GM's Background: Financial Engineering × Big Tech × DeFi
Toyosaki studied computer science and economics at Northwestern University, worked as a derivatives trader at UBS Securities in Hong Kong, and handled search and AR businesses at Google Japan. In 2022 she co-founded Cega, a DeFi project offering on-chain structured products, and sold the business in 2025. A Forbes 30 Under 30 honoree, she spans traditional finance, big tech, and crypto.
Her growth strategy rests on three pillars: a foundation of trust, PayPay collaboration, and new product deployment. Prioritizing trust with regulators, users, and partners, she plans to select products "suited to the Japanese market" from Binance's globally unmatched product portfolio and deliver new user experiences.
"High-Quality Users" Means Expanding the Base, Not Chasing Volume
The phrase Toyosaki repeated at the press conference — "acquiring high-quality users" — does not mean courting large-volume traders. Noting that interest in financial products is broadening amid NISA adoption and inflation, she pledged to focus on education about crypto and blockchain and on products that first-time users find easy to use. With domestic crypto accounts at roughly 14 million, the strategy is to grow the market itself by drawing in investors who have not yet entered, rather than fighting over existing traders.
No DeFi Services "For the Time Being" — Why She Chose a CEX
Addressing speculation that a DeFi-native leader would aggressively deploy DeFi services at Binance Japan, Toyosaki stated flatly: "We will not be offering DeFi services for the foreseeable future," citing legal compliance and regulatory relationships as paramount, with services to remain within the scope of the company's license.
Explaining her career change, she said years of blockchain advocacy — briefing policymakers and speaking at global conferences — convinced her that "spreading this technology requires one step before that": expanding business and education so more people encounter blockchain in the first place. A large platform, she argued, is uniquely positioned to teach product understanding and safe usage at scale, ultimately advancing the technology's social implementation. In effect, she has deliberately chosen the "long way around" — channeling DeFi's ideals through the practical machinery of a regulated market.
How her deep technical grounding and Google-honed product and growth expertise perform atop the powerful distribution channel of the PayPay ecosystem will define the Toyosaki era.
[Business Development Insights]
- A "phase-transition" leadership change is a clear signal of business stage. Replacing a "defensive" executive focused on licensing and regulatory relations with an "offensive" leader from a product and growth background marks Binance Japan's pivot from regulatory risk management to market share capture. For companies considering exchange partnerships, this is precisely when receptiveness to collaboration proposals expands.
- The core growth target sits outside the existing crypto user base. Guiding NISA-era and inflation-hedging traditional investors into crypto through education and UX targets the structural upside of a domestic market stuck at roughly 14 million accounts. B2B opportunities will concentrate in financial education content, beginner-oriented UX design, and integration layers connecting securities and payments with crypto.
- Appointing DeFi talent to run a CEX models a new Web3 talent strategy for regulated markets. Placing a leader with deep on-chain technical understanding atop a compliance-first centralized business also builds organizational capacity to respond quickly if regulations later open to on-chain services. For Japanese firms staffing Web3 ventures, executives combining regulatory experience with genuine on-chain fluency will only grow scarcer — and more valuable.
