Japan's Certificates Don't Know What Hour the Power Was Generated: Why Hourly Matching Starts on a Private Ledger

What Is Being Built

The implementation targets the "Electricity CIS / Retail Core Operations Solution" within the eneLink series. TISI has deployed its electricity CIS at 30 companies to date, while UPDATER — which in 2018 became the first in the world to commercialize a blockchain-based power tracking system — now runs tracking across more than 600 renewable generation sites and over 4,000 demand facilities. TISI conducted technical verification using UPDATER's actual operating data from fiscal 2025, and states that, in light of the requirements of EnergyTag, the body that develops international standards for hourly generation certification, it has confirmed hourly matching to be technically achievable.

Why December 2026

The backdrop is the revision of Scope 2 accounting rules under the GHG Protocol. Current rules require environmental attribute certificates to be matched to consumption only on an annual basis. The proposed revisions move the market-based method toward two requirements: matching certificates to consumption on an hourly basis, and demonstrating that the electricity could physically be delivered. Public consultation ran from October 2025 through January 2026, final publication is anticipated in late 2027, and implementation is expected to phase in over several years.

For Japanese companies, however, a nearer deadline matters more. The new SBT criteria take effect on February 1, 2027, requiring companies consuming 10 million kWh or more annually to calculate and report electricity use on an hourly basis — more than ten months before the GHG Protocol's final publication. A December 2026 service launch reads naturally as working backwards from that February date.

The Certificates Do Not Know the Time

This is the heart of the matter. Japan's non-fossil certificates moved to full tracking in fiscal 2024, attaching generation method, plant name and plant location to every certificate. Transparency improved substantially. But one thing is absent: the hour of generation.

As the Renewable Energy Institute notes, major overseas certificates likewise carry the date of generation but cannot handle the time. No quantity of non-fossil certificates can therefore evidence hourly matching. Reforming the certificate scheme itself would be required, and that will not arrive by February 2027.

Practice is responding along two paths. One obtains hourly generation data directly from generators through physical PPAs. The other records and evidences the reconciliation of generation and demand on a proprietary ledger — the route taken here. JERA Cross's April 2026 pilot generating EnergyTag-standard granular certificates for a Google Cloud data centre addresses the same gap.

Why Blockchain

Certifying environmental attributes turns on two questions: that a certificate has not been used twice, and that it has not been altered after the fact. Where the public certificate scheme does not guarantee these, uniqueness and tamper resistance must be secured technically. UPDATER holds patents covering blockchain-based power trading and traceability and has run the system in commercial operation, not pilots, for eight years — which is what gives this claim weight.

The delivery model matters equally. Offered as SaaS operating independently of existing CIS, it spares retailers a major overhaul of core systems. It avoids the burden that "adopting blockchain" implies precisely by not requiring adoption in the usual sense.

What This Means for Management

TISI is a core company of the TIS INTEC Group, listed on the Tokyo Stock Exchange Prime Market, serving more than 4,500 customers. UPDATER, formerly Minna Denryoku, holds B Corp certification and recognition as a CDP-approved renewable energy provider. Both state an intention to establish this capability as an industry-standard platform. For the several years until certificate schemes carry time data, a competition is under way over where hourly evidentiary authority resides.

[Business Development Insights]

  1. The deadline to plan around is February 2027, not late 2027. Because the GHG Protocol Scope 2 revision publishes in late 2027 with phased application from 2028, the issue is often treated as distant. But the new SBT criteria take effect February 1, 2027, requiring hourly calculation and reporting from companies consuming 10 million kWh or more annually. Firms with large offices or data centres should immediately confirm whether they cross that threshold and, if so, fix their compliance approach within 2026.
  2. While public infrastructure is absent, evidentiary authority resides in private ledgers. Since non-fossil certificates carry no time data, evidence of hourly matching necessarily rests on each operator's proprietary records. The question then becomes whether third parties can trust those records. Conformance to an international standard such as EnergyTag is the only guarantee of interoperability and auditability. When selecting counterparties or system vendors, the question to ask is not whether blockchain is used but which standard is followed.
  3. Deployment models that avoid infrastructure replacement determine adoption speed. This offering bolts on as SaaS without touching the existing CIS. Where past blockchain deployments stalled because they presupposed core system replacement, this design sharply lowers the threshold for approval. Teams evaluating blockchain internally can substantially reduce the cost of building consensus by placing "can this be done without touching existing systems" first among evaluation criteria, ahead of technical merit.
