Fifteen Million Records, and What Did Not Move to the Chain: Kenya's Academic Credential Deployment

What Was Announced

Coverage spans KCPE primary results, KCSE secondary records, advanced diplomas and government teaching credentials, reaching back to 1989. Certificates for the roughly one million candidates in the 2025 KCSE cohort are issued exclusively through the electronic platform. KNEC has indicated it will expand coverage toward 30 to 35 million records. The technology comes from LegitDoc, built by Bengaluru-based Zupple Labs, which has previously delivered certificate and land record projects in the Indian states of Maharashtra, Odisha, Karnataka, Chhattisgarh and Gujarat. Kenya is its first national-level deployment.

The Certificates Are Not on the Chain

The architecture matters. KNEC anchors verification proofs linked to official examination records on the C-Chain; complete certificates and personal data are not placed on the public chain. Keeping personal information off a public ledger is effectively mandatory for a project of this type, and the choice is sound.

It also bounds what the chain does. An on-chain hash provides material for judging whether a presented certificate matches the authoritative record, but the information binding that hash to an individual sits with KNEC.

Verification Is Neither Free Nor Open

This is the heart of the matter. To verify a certificate, an employer or university must first register as a verifier organisation on KNEC's e-certificate portal, submit incorporation documents, and pass KNEC's review and approval. Only then does the verification dashboard become available, and each request requires stating a purpose — employment screening, admissions, immigration vetting — and paying a fee through eCitizen. Bulk verification of up to 1,000 records via CSV is supported.

No one, in other words, can simply consult the chain to establish authenticity. An approved organisation pays, declares its purpose, and then verifies. Previously, institutional enquiries in Kenya cost 2,320 shillings domestically or 3,480 internationally, plus 1,392 for email delivery, with waits of up to ten days. Individuals recovering a lost certificate needed a police abstract and 5,220 shillings. Under the new system, an individual e-certificate costs 1,200 shillings (roughly 1,450 including VAT and charges) and institutional verification is instant. The improvement is real. What improved was waiting time and price — not where authority sits.

Actual Verification Volumes Have Not Been Disclosed

Addressing your question directly: KNEC has released no statistics on platform uptake among employers, institutions or credential holders. Every published figure is an input measure — how many records were placed on the chain. Fifteen million is inventory, not outcome, and it says nothing about how much forgery has been reduced. The portal itself began phased operation around June 2026, so any statistics are months away.

No Other Government Has Followed Yet

The same applies to the second question. No other national government has announced a comparable nationwide deployment since the August 2026 announcement. LegitDoc's prior engagements are all Indian state or district level and predate Kenya. Blockchain credentials are not a new idea — Malta, Bahrain and Singapore preceded this by 2021. What distinguishes Kenya is scale, and the decision to replace paper operations with an electronic-only channel. Judging emulation should wait not on other governments' announcements but on whether verification volumes actually grow in Kenya.

Implications for Japan

One fact deserves notice. On the same Avalanche L1 architecture, Japan's security token platform Progmat completed its migration from Corda5 on July 13, 2026, carrying over 452 billion yen of security token issuances. A national academic register and digital securities handled by Japanese financial institutions now sit on the same family of public chain infrastructure. The use cases and requirements differ entirely, but the two will increasingly be discussed on common ground in infrastructure selection debates.

[Business Development Insights]

  1. Putting records on a chain does not transfer trust. What Kenya decentralized was tamper detection alone. The authority to decide who may verify, the information binding hashes to individuals, and the power to set fees all remained with KNEC. When evaluating a blockchain proposal, establish first what will not go on the chain rather than what will. The remainder is where the revenue and the control are concentrated.
  2. The metric of effectiveness is verifications, not records anchored. Fifteen million indicates deployment scale but says nothing about whether the system works. Teams considering comparable traceability infrastructure should define reference volume, not record volume, as the primary metric at the design stage. A ledger nobody queries generates no value however large it grows, and failing to draw this distinction upfront makes results impossible to explain after launch.
  3. Paid verification can also constrain adoption. By making verification chargeable and approval-gated, KNEC secured revenue and control. But an approval application plus per-use billing suppresses routine checks by smaller employers. The strongest defence against forgery is verification becoming habitual, and on that measure the pricing design can work against the objective. Anyone designing an authentication service should confirm that the monetization design and the adoption design point the same way.
